What can Latin America expect of a re-elected George Bush?
FOR the people who count in Washington, DC, Latin America is an afterthought. There are some exceptions. Mexico matters, because it is part of the North American Free-Trade Agreement (NAFTA) and a big source of immigration. So do war-torn, drug-soaked Colombia and Communist Cuba. But, for the most part, the region “is not relevant to the strategic interests of the US,” says Rubens Barbosa, a former Brazilian ambassador to Washington, now a consultant in São Paulo. The “main focus is economic.”
So it is a mild shock that George Bush's first foreign trip after his re-election will be to Chile, which had planned to vote against the abortive UN Security Council resolution authorising war in Iraq. The main event is the summit of the Asia-Pacific Economic Co-operation group, but Mr Bush also plans an official call on Chile's president, Ricardo Lagos, and a stop in Colombia on his way back. This is a signal of American goodwill toward Latin America. It does not portend greater commitment.
The United States' headline initiative is grand enough: a “Free-Trade Area of the Americas” (FTAA) encompassing all 34 democracies of the western hemisphere. Yet it is sputtering. The January 2005 deadline is sure to come and go. The United States wants more protection for investors and intellectual property than Mercosur, a four-nation grouping including Brazil, is willing to yield. The main promoter of the FTAA in Washington, Robert Zoellick, the trade representative, may follow Colin Powell out of the door.
Yet for the most part, relations overall between the United States and Latin America are surprisingly cordial. To be sure, most leaders in the region abhor Mr Bush's unilateralism, and his buddy list got shorter last month with the election of Tabaré Vázquez, a leftist, to the presidency of Uruguay. And Mr Bush seems to appreciate that leftists who are committed to democracy and responsible economics and are good for regional stability.
Yet Mr Bush's trip to the region addresses stability in only a limited way. His state visit to Chile bolsters it as the region's model of good economics, transparency and the rule of law. His stop in Colombia is a nod to the over $3 billion that the United States has ploughed into fighting drug production and insurgency there. The rest of the region will have to remain content for now with symbolism and selective trade concessions.

Czego Ameryka Łacińska może się spodziewać po drugiej kadencji George’a Busha?
Dla ludzi, których głos liczy się w Waszyngtonie, Ameryka Łacińska nie ma większego znaczenia. Istnieją wyjątki. Meksyk jest ważny, jako członek Północnoamerykańskiego Porozumienia o Wolnym Handlu (NAFTA) i kraj, z którego przybywa duża liczba imigrantów. Podobnie jest w przypadku targanej wojną i pogrążonej w narkotykowym bagnie Kolumbii oraz komunistycznej Kuby. Jednak zasadniczo region „nie jest istotny z punktu widzenia strategicznych interesów Stanów Zjednoczonych” – stwierdza Rubens Barbosa, były brazylijski ambasador w Waszyngtonie, a obecnie doradca w Sao Paulo. „Najważniejsza jest gospodarka”.
Zaskakuje więc fakt, że celem pierwszej zagranicznej podróży George’a Busha od czasu jego ponownego wyboru na prezydenta będzie Chile, kraj, który zamierzał głosować przeciwko niedoszłej rezolucji Rady Bezpieczeństwa ONZ, sankcjonującej wojnę w Iraku. Głównym punktem wizyty jest szczyt grupy Współpracy Gospodarczej Krajów Azji i Pacyfiku, ale prezydent Bush planuje również złożyć oficjalną wizytę prezydentowi Chile Ricardowi Lagosowi, a w drodze powrotnej zatrzymać się w Kolumbii. To gest dobrej woli ze strony Stanów Zjednoczonych wobec krajów Ameryki Łacińskiej, który jednak nie zwiastuje większego zaangażowania.
Największa inicjatywa Stanów Zjednoczonych – Strefa Wolnego Handlu Obu Ameryk (FTAA), obejmująca wszystkie 34 demokratyczne kraje zachodniej półkuli – choć została zakrojona z rozmachem, to jednak nie może ruszyć z miejsca. Przewidziany na styczeń 2005r. termin rozpoczęcia funkcjonowania strefy z pewnością minie bez rezultatu. Stany Zjednoczone chcą większej ochrony dla inwestorów oraz własności intelektualnej niż jest skłonna zaakceptować Mercosur, grupa czterech krajów, wśród których znajduje się Brazylia. Największy orędownik FTAA w Waszyngtonie, główny amerykański negocjator i doradca prezydenta ds. polityki handlowej Robert Zoellick, może podobnie jak Colin Powell odejść ze stanowiska.
Ogólnie rzecz biorąc, stosunki na linii Stany Zjednoczone – Ameryka Łacińska są zadziwiająco serdeczne, choć większość przywódców w regionie nie akceptuje unilateralizmu George’a Busha, a lista jego politycznych przyjaciół skróciła się jeszcze w zeszłym miesiącu wraz z wyborem na prezydenta Urugwaju lewicowego polityka Tabare Vasqueza. Prezydent Bush ceni jednak tych lewicowców, którym zależy na demokracji i odpowiedzialnym zarządzaniu, ponieważ przyczyniają się do zwiększenia stabilności regionu.
Mimo wszystko, południowoamerykańska podróż prezydenta Busha jest tylko w niewielkim stopniu związana z kwestią stabilizacji w regionie. Oficjalna wizyta w Chile ma umocnić obraz tego kraju jako regionalnego wzorca dobrego zarządzania, uczciwości i praworządności. Z kolei obecność prezydenta w Kolumbii wiąże się z sumą 3 mld dolarów, którą Stany Zjednoczone zainwestowały w walkę z produkcją narkotyków i rebeliantami w tym kraju. Pozostałe państwa regionu muszą na razie zadowolić się symbolicznymi gestami i wybiórczymi ustępstwami w handlu.
