I had thought of certificate, but if "copia simple" is a "non-certified copy" (according to the glossary), I don't get it.

'Cédula' is precisely the type of paper on which a deed (in this case, of sale) is drawn up. Your first guess is correct, that is, certificate paper. Papel para cédulas is a sort of parchment or scroll where the deeds were written originally. You may also use 'bond paper'. Sizes vary. 'Copias simples' gives you the clue: is the type of paper used for non-certified documents.

Comment: "Well, what I was translating was a copia simple, which I eventually decided to translate as uncertified copy (i.e. no stamps, no signatures), so it was most definitely paper for uncertified copies (my phrase was written on the left-hand side of every sheet). And I went for certificate for cédula.
