support and technical advice

who have proven experience and are able to provide support and technical advice (to avoid repeating "support"), or perhaps "advice and technical support"?

I am not sure whether they are jsut repeating the concept of "technical support" - in which case I would just use this term to encompass both soporte and respaldo - or whether "técnico" does not refer to "soporte", which is meant to stand alone (in which case I would use my suggestion).

technical credentials and background

Taking the phrase out of context, I would have agreed with Carlos, but the context indicates the job offer is for someone with technical skills, so in fact "technical support" does not fit

I think this is the order; they are separate items:

experiencia en el servicio solicitado

soporte en el servicio solicitado

respaldo técnico en el servicio solicitado.

You can use patinba's suggestion of "credentials" for "soporte", but I still think that's the order of the phrase.

"...experience, credentials and technical support as regards/on the requested service."

expertise, references, and support

I think "respaldo" may mean references, Jamie. It depends on the country of origin of the document.

I suggest "expertise" because your source document might be a poor translation.

Another possibility: experience, a solid reputation, and access to technical support.
