We're in Greco-Roman Egypt. Dictionary and Kudos are telling me 'wangle'... just doesn't work in this context:

I've tried working on the whole sentence and this is what I've come up with so far.
"...the fact that the term "city" really isn't the right one to use in delving into the forms which the Egyptian centres of population take on doesn't mean to say that experience had not been acquired in the organization of spaces with original principles on how to make use of the buildings"
A couple of agrees have trickled in since you last posted G, and I note that Electra obviously agrees with me since she also suggests "make use of" ;-)
