The SAARC declared the year 1990, as “The Year of Girl Child” and the decade 1991- 2000 AD, as the “Decade of the Girl Child” with the view of generating awareness to improve the status of female child and to reduce the gender gap.

Por supuesto se refiere a niñas solamente, pero "girl child" significa hija. Por eso habría que leer por lo menos la introducción del documento para decidir cómo traducir el término. Si la lengua materna del autor no es el inglés (cosa que generalmente sucede con los documentos de estas organizaciones), existen las dos posibilidades que te indico arriba: Niñas o Hijas.

Lo que pasa es que clasificaste tu pregunta como "Medical (General)". Lo correcto habría sido "International Org/Dev/Coop".
Indudablemente se trata de la "Década de las Niñas" :)
