I don't think we are talking about actual military operations, so retreat, withdraw etc. aren't really applicable (unless I've got it totally wrong!).

Unless there's earlier context I'm unaware of, I don't know if you should assume military context with "enemy" in quotes.
This could, work more generally, like a political debate where someone is working for a compromise with the "enemy" and make them pull back from a stated position, which would fit better than withdraw or retreat.
Operaciones could also be "measures" or "maneuvers" or "tactics"
Involved in could also be "undertaking" or "engaged in."
Depends on the rest of the text and phrasing choices.
