This is from an organizational development report written by outside consultants for the organization's internal use. I know what they're getting at but I don't know how to put it. Any suggestions would be welcome!

Cependant, il nous semble que X (a humanitarian organization) s’est effectivement constitué dans une violence du discours: en écho à un idéal humanitaire, une force de l’indignation et du positionnement qui visaient à prendre la mesure de la violence des enjeux humains, à choquer pour « éveiller les consciences » et faire réagir.
