: Yes, any of your suggestions would work. "Recul" just means " with the passing of time". http://dictionary.reverso.net/french-english/recul

: I could bet that if you had the WHOLE sentence (what a silly idea to expect that, apparently ...) it would show that you have to wait 2 years before evaluating the results of the intervention.// like "survival" counts only after 5 years ...

Not if a retrospective study, but more context is needed.

: I think Daryo is right and this is my interpretation of it as well. 'Retrospective' we talk about the same thing.

Well I think you are wrong this is a restrospective study and it corresponds to inclusion criteria.

Avec un recul minimum de deux ans permettant de voir si oui ou non on ferait la chirurgie, si c'était à refaire.

: This seems to be a good fit for the context. They need two years' hindsight in order to assess whatever it is they are working on.

Discussion
recul minimum requis était de 2 ans."
that would sound to me like a comment on why some data was excluded.
1 -- "recul inférieur à 2 ans de la reprise chirurgicale" = statement of fact: the opinion / evaluation was given before 2 years passed from this "reprise chirurgicale";
2 -- "recul minimum requis était de 2 ans" = the reason to reject the data: you have to wait at lest two years before declaring a "final" result (as in: it's not "a success" if it goes wrong within 2 years)
But then, without more context it's just guessing.
"recul inférieur à 2 ans de la reprise chirurgicale.
recul minimum requis était de 2 ans."
If I can read correctly, but phrases are inccomplete. Daryo also requested more context, i.e. the full paragraph if possible.
For instance again here, the context is:
recul inférieur à 2 ans de la reprise chirurgicale
