Thanks a lot! The post includes the text and an example. Procedencia in this case does NOT mean origin, it refers to proceed. The word in Spanish is confusing and I found people translating this as orign. Used the term "Decision of approval"

Approval

"Approval" should be sufficient. It is a report justifying and approving the special contracting procedure.

"procedencia" has a legal meaning that differs from "origin": propriety, legitimacy, properness

Simply on the basis of a literal translation
But from the text I cannot deduce what "origin" is referring to

neutral Toni Castano : Allegro, careful, "procedencia" doesn´t only mean "origin", it also means "pertinence", "acceptance". I tend to believe this latter is the right meaning here.
