: In the USA, an associate professor ranks lower than a full professor (thus the "disagree"), and has nothing to do with directing a department in a university. D'ailleurs cf. http://fr.wikipedia.org/wiki/Professeur_associé

: Usually a Chair is not a head of a faculty. The purpose of university chairs is to attract, recognize and retain scholars who are acknowledged by their peers as being pre-eminent in their research fields.

Discussion
1/ chair of department is just like a chairperson directing things, coordinating courses and so on but is not an academic "Chair".
Every department has a chairperson at its head. This not normally an endowed position, though the titleholder may occupy an endowed or otherwise funded chair connected with their teaching position.
2/ A professor who is offered a Chair, can spend more time on researching their own speciality (and has reduced or no lecturing hours) and directing post graduate students with their these.
There can be many funded chairs in a department. Never heard of an "associate chair" in this context. Perhaps I'm wrong, but this doesn't sound right to me for this thread.
We can disagree, but the Asker has the •complete* context, and (I imagine) access to a local university – perhaps even to the university in question. Up to the Asker to decide. It's done...
– Endowed chairs are faculty positions established to attract and/or retain distinguished faculty members. These faculty positions are often named after the individual(s) who provided the endowment for the chair. Some departments (also, some entire colleges) have no endowed chairs.
– Each department has a chairperson – in the past, called a chairman – now often referred to as the department chair or chair of the department. This is an administrative position, usually in addition to teaching/research/etc. duties, though sometimes department chairs have reduced courseloads.

I'm not absolutely sure, but the "Associate Chair of the University Department of Surgery" in this thread sounds (to me, at least) like the latter.
