If you search that in the Italian Google, you'll notice the English phrase is untranslated in Italian context, as it frequently happens with IT terminology. I'll quote from the reference below: "è una soluzione di gestione web-based che permette al personale IT di gestire la disponibilità di dati e applicazioni geograficamente distribuiti tramite un singolo punto di controllo". I know this is referred to IT, but perhaps the explanation might still work for "international cooperation exchange" (smth like "coordinatore internazionale" perhaps?). I would still leave it in English, though, without further context from you.
