I have had to translate the word 'skills' a few times lately. I have two questions:
- for a person's skills, such as the ability to work on a certain field, or to solve a problem, which one do you prefer?
- is there a difference between the choice for Portuguese-PT and Portuguese-BR?

Considerando que a pessoa precisa ser capaz de resolver um problema, "competência" me parece ser mais apropriado, pois habilidade e até capacidade talvez não sejam suficientes.

You need to consider the context, especially if the difference between “soft” and “hard” skills is clear.
Soft skill is more used to behavior/relationship; hard skill is more used to technical/professional.
