Spanish to English Bus/Financial Business/Commerce (general)

This occurs in the phrase "Construcción de cambiadero y oficinas" and is some sort of exchange facility which is to be built in a large mining complex in Latam, which also, incidentally, includes a residencial area, so it´s not necessarily related to heavy engineering. There is no more context than this, as this item appears in a list. Any ideas?
