I don't really have any context. This is provided as a general heading for each one of a series of discriptive reports that have to do with governement projects.
I know there are already entries registered in kudoz. I have reviewed them, and none seem to be appropriate for this case

a partir de tu contexto, me da la impresión que lo que "solapa" hace es informar que antes del reporte va una "solapa" o portada.

Introduction
I am only guessing, but you could well use it -the general heading of each report must obviously be at the beginning of the report, and "solapa" is the book flap or cover, for one thing. "Foreword" or "Preface" instead of Introduction are a couple more options. Good luck.
