The United Nations (UN) has come up with a new plan to encourage farming of special crops for the area. They will teach farmers new techniques to get better crops and manage their farms better in exchange for planting the UN approved crops.
Any farmer from the war zone who agrees to grow the UN recommended crops will not only get educated in the new methods at the university but they will also get a discount on seeds and, most importantly, they will get assistance from the UN for land recovery.
Land recovery has become as important as a good harvest to many farmers of the area. Many farmers have not only had their crops destroyed by the battles but have had the actual land torn apart. Missiles and artillery shells making holes in the ground, tanks and large armored convoys coming thru causing the land to become uneven, and of course some fields have been filled with land mines by the rebels.
The UN will provide combat and civil engineers to help evaluate the property and farm land. They will also provide some troops and manpower to come in to help level the land again, filling holes, repair any irrigation that was destroyed and of course clear the mine fields. Clearing the mine fields is hard and terrifying work that needs mine dogs and mine sweepers to help in these areas.
Once the land has been turned back into flat, crop land, the hope is the farmers can plant the crops that grow well in the area, and using the new methods they will be able to succeed and provide more food for the people
Translation - English Three. Principle of issue of license
3.1. Relevant licenses will be issued to legal entities interested to use very small aperture terminals (VSAT) in the territory of Mongolia provided that they meet the following conditions and requirements.
3.1.1. The very small aperture terminals are to meet specific conditions and requirements set by the CRC;
3.1.2. Equipment intended to be used for internal use will be used for needs of the organization only and shall not be connected to third parties through this network;
3.1.3. The very small aperture terminals shall not be used to provide cross-border data and communications service;
3.1.4. This equipment shall not be used to broadcast television and radio programmes;
3.1.5. The very small aperture terminals shall not be used to connect to any data and communications network.
Four. Term of license and amount of fees
4.1. The term of the license shall be up to 2 (two) years and shall be extended on the basis of relevant rules and regulations.
4.2. The license holder shall pay fees for use of radio frequency
according to the amount invoiced and the license fees shall not be refunded no matter whether it has not commenced to use the radio frequency or made a request to terminate its license before its expiry.
4.3. The amount of license fees shall be calculated according to relevant approved procedure and the applicant has the right to see how the amount has been calculated.
Five. Requirements for the equipment to be used
5.1. The license holder shall use user equipment and antenna that are registered with the CRC, meet relevant standards and have operating permit.
5.2. The license holders may purchase required equipment from licensed service provider companies.
5.3. In case the equipment has been bought from distributors outside Mongolia, it shall be inspected mandatorily by the CRC for issue of the operating permit. Moreover, in case changes have been made in the equipment being used, it shall be notified in writing to obtain relevant permits.
5.4. The very small aperture terminal users are obligated not to affect operations of other types of equipment and are responsible to set required filters appropriate for their receivers.
5.5. The license holders are obligated to provide with information regarding their license whenever the CRC requests and to cooperate by providing facilities for measurement and inspection.
5.6. Permit to install antenna shall be sought from other relevant authorities when installing the very small aperture terminals in urban areas.
