16. There are two particularly stark needs. First,
we need to provide a new kind of communitybased
care at a level that falls between the
current GP practice and the traditional district
general hospital. In London, primary care is
mainly provided in GP practices, the majority of
which have just one or two GPs. Practices are
often in cramped, converted residential spaces
with little opportunity to expand and provide a
greater range of services. Secondary care by
contrast is offered by the 32 acute trusts and ten
mental health trusts. Most hospitals are large,
with thousands of employees and hundreds of
beds each.
