Spanish to English Social Sciences Livestock / Animal Husbandry Native breeds
This is my paragraph, from a ministry document about promoting the conservation of native breeds of livestock.

Wordy it is. Oh for shorter sentences.

"Establecer mecanismos de comunicación y recapitulación de información de las distintas administraciones, asociaciones, entidades científicas o cualquier otro organismo que por su actividad pueda disponer de datos de interés que permita mantener actualizado el conocimiento sobre las razas existentes, sus características morfológicas, productivas, reproductivas o genéticas, el censo y la distribución de *efectivos*, así como la existencia de material genético almacenado."

I'm getting so bogged down that I'm losing confidence in my interpretation. Am I right in thinking that this is the distribution of the beasts, or completely off course?

The document is from Spain and I am translating into British English.

If you take a look at how efectivos is used in the following pdfs, you will see that your interpretation is correct.

As for the translation, "distribution of livestock" seems the most natural to me, although that doesn't necessarily mean that livestock would be the best translation for the term in other contexts or even a different sentence.

head (of cattle)/number of beasts

I see your interpretation as correct, it refers to the actual number of beasts...
If it is talking about cattle you could use "head of cattle" but if it refers to a variety of different animals then a simple "number of beasts/animals" should do.

"Censo" se refiere al número de ejemplares o cabezas existentes.
Yo entiendo que distribución alude al modo en que están repartidos por el territorio (tamaño de los rebaños y lugares donde se encuentran).
Distribution, sin duda.
