I presume it is the combination of the two prepositions that confuses you.

"Unabhängig von" refers to the amount of fuel withdrawn,
"über" refers to the valves (= way the fuel takes)

=> irrespective of the amount of fule drawn from .... through (via?) the ....... injection valves
