Unsure as to what ' que organizaba' is referring to. Different use of the verb 'organizar' (organise)?

It's speaking about organizing interests, that's a common concept in european political science and comparative political economy, and the verb "organizar" ("intereses organizados") it's the verb organise, there's no trick here.
