just scented? After a bit of research, I'm wondering if it simply means "scented", with the "sur" part of the word referring to the fact that it overlays dirty surfaces with a 'delightful' scent.

Cf. for instance this description:
"Nettoyant surodorant ALOHA est un nettoyant sol et surfaces surodorant. Parfum citron. Nettoyant surodorant ALOHA nettoie, dégraisse et laisse une odeur agréable et durable. "

neutral rkillings : Avoid, because of this term's meaning in chemistry, which may not apply and which the detergent's mfr would be unlikely to use in any case.

I only guided my answer on what already is used, as shown by the link, without getting to deep into the connection between the chemical "sound" of the word "aromatic". Might it be a sort of "false friend" here?. Thanks!

perfumed

I don't think anything more than 'perfumed' is necessary.

I would say the word 'surodorant' simply means that the scent of the detergent is strong enough to overpower any unpleasant smells... which is just what perfume is for!

neutral rkillings : The mfr. may well list 'perfume' in small print among the ingredients (it is the technical term after all), but it would never use this adjective for marketing purposes!

Deodorising/Odour neutralising

I think the "sur" is indeed the idea of masking something. The sentence could be translated thus:

Powerful, deodorising/odour neutralising detergent for all washable surfaces.

Surodorant

De nombreuses dénominations génériques de produits sont utilisées dans les diverses publicités ou articles. Le terme de surodorant est par exemple utilisé pour un produit à base de substances et de parfums. Dans ce cas, il ne s’agit pas seulement d’ajouter une fragrance mais plutôt d’autres composés odorants. Dans certains cas, des réactions chimiques mineures sont susceptibles de se produire avec les polluants malodorants.

On peut considérer que les agents masquants et les surodorants sont des agents de même nature et d’efficacité similaire.

La grande majorité d’entre eux revendique une action « désodorisante » au sens large, avec toute une panoplie d’équivalences sémantiques :
