actually that was what apposition means if you didn`t notice MElHelw..not about duties :) ..anyway, maybe I was unclear about it

A "position" or a "post" is only a name in English, each with a given set of duties, and this guy has just acquired additional duties on top of those as the Deputy Minister that he already has. If we use "position" then it would have to be "in addition to his position AS the Deputy Minister for Administrative Affairs".
