Arabic term (edited):
وزارة الخارجية / يمثلها السيد وكيل الوزارة للشؤون الادارية إضافة لوظيفته
Selected
in addition to his position/post
It appears to be describing the role of a representative of the Foreign Ministry (or as they are called in the US - Undersecretary in the Department of State) for administrative affairs. It says that he will represent the Foreign Ministry in addition to his position or normal job.

in apposition to his post
When two words, clauses, or phrases stand close together and share the same part of the sentence, they are in apposition and are called appositives.

: what has "two words close together etc." to do with 2 sets of duties a man does.

in addition to his duties
A "position" or a "post" is only a name in English, each with a given set of duties, and this guy has just acquired additional duties on top of those as the Deputy Minister that he already has. If we use "position" then it would have to be "in addition to his position AS the Deputy Minister for Administrative Affairs".
